LAHORE The Punjab Government has recommended nine members for the Punjab Food Authority while three members of provincial assembly will be nominated by the Chief Minister himself in order to take the tally to 17 since secretaries of Food, Health, Public Health Engineering, Local Government and Community Development and Livestock and Dairy Development are already members of the Authority by virtue of holding the administration of their respective departments, TheNation has learnt. Besides nominating the members, the Punjab Government has proposed the name of retired senior bureaucrat Sibtain Fazle Haleem to hold the office of Chairperson Punjab Food Authority. There is visible digression in the act since the chief secretary has called to the meeting three administrative secretaries who have not been allowed as per the Punjab Food Authority Act 2011 to take part in the exercise, whether a meeting or otherwise. As per the Act, four member committee headed by the Punjab Chief Secretary is responsible for nominating nine out of 17 members for the Punjab Food Authority. The other three members of the committee are Secretary Health, Secretary Food and Director General National Institute of Food Science and Technology, University of Agriculture Faisalabad. But in gross violation of relevant provision of the Act, CS Punjab Nasir Mehmood Khosa called three irrelevant administrative secretaries of Irrigation, Agriculture and Labour departments to the meeting. According to the insiders, these three administrative secretaries influenced the overall proceedings and the final selection of the Punjab Food Authority members under various categories. The Committee nominated 2 food technologists/scientists, 2 farmers, 2 consumers, 1 representative of Chamber of Commerce and Industry, 1 representative of food industry and 1 representative of food operators to act as members Punjab Food Authority. The political leadership of the province will nominate three MPAs to act as members of the Food Authority. Expressing serious reservations over the composition of the Punjab Food Authority and the process of selecting Chairperson and members, the insiders said that the government had not carried out necessary homework and even violated its own formulated act to accommodate blue eyed figures from multi-national companies and private sector. What is the need of clearly mentioning composition of the committee when top baboo of the province called irrelevant administrative secretaries to the important meeting? It is unfortunate that 'remotely connected baboos played key role in the nomination of members from multi-national companies, said a high ranking official while seeking anonymity.
