LHC reserves verdict

RAWALPINDI Lahore High Court (LHC) Rawalpindi Bench on Friday reserved its verdict on a petition challenging the appointment of Zaka Ashraf as President Zarai Tarakiati Bank Limited (ZTBL). LHC Justice Asad Munir reserved the decision on the petition moved by Muhammad Iqbal Khattak, General Secretary ZTBL workers union. In his petition, he made Secretary Finance, Cabinet Division, Secretary Establishment Division, Governor SBP, Chairman and President of ZTBL as respondents and challenged the appointment of Zaka Ashraf. He maintained that there was no mention of qualification of Zaka Ashraf in his bio-data available on the ZTBLs official website whereas when the post of the Bank president was advertised it demanded masters degree in Business Administration. He further contended that Zaka Ashrafs name was not present in the panel list of bankers prepared by SBP and he was appointed as president without the recommendation of the SBP Governor. He added that the State Bank Governor in his statement before the Standing Committee of National Assembly on Finance had said that he was by-passed while the appointment was made. The petitioner also maintained that Zaka Ashraf is also member of Pakistan Peoples Partys Central Executive Committee and section 11 of Banks Nationalization Act 1974 puts a bar on political office holders to get posted at administrative seats in banks. He had prayed to the court to declare the appointment of ZTBL President as null and void and without lawful authority.
