LAHORE - Pakistan Institute of Cost and Contracts (PICC) CEO Engineer M Mazharul Islam has said that PICC initiative of developing construction cost data base, having legal force of its compliance throughout Pakistan, will be helpful in eliminating corruption from construction sector.

Mazahur Islam was addressing a press conference along with Manager PMU PEPCO Mehmood Ahmad here Monday.  He said that this will be a preventive measure against fraud, manipulation and corruption which is present in the construction sector. He also said that PICC is a subsidiary of Pakistan Engineering Council, built on transparency mechanism wherein complete addresses of sources for each type of material is provided for verification from anywhere across the globe.

Mehmood Ahmad said that web-based construction cost data prepared by PICIC gives the facility to prepare online engineers estimates. Reportedly, the PICIC cost data have been approved by governing body of PEC and is being processed to law division for the issuance of notification.

However, even in the absence of SRO, the data base can be used by PEPCO offices who are involved in civil works and others related activities so that uniformity and similarity can be achieved which will definitely help to reduce disputes with contractors.

Mazhar said that PICC has been highly appreciated by the funding agencies operating in Pakistan and particularly Asian Development Bank (ADB).
