Why criticize President Zardari?

Without intending to protect anyone in present government, I would like to give my opinion about the state of governance. After the passage of the 18th amendment, President Asif Ali Zardari has voluntarily handed over his numerous powers to the Prime Minister Syed Yousuf Raza Gillani. Now the Prime Minister being the chief executive is more powerful than the President. This is as per tenant of the parliamentary form of system. Given this, I think the Prime Minister should be held responsible for all successes and failures. If the price of sugar reaches Rs 125/- per kg, the Prime Minister is solely responsible as he was unable to use his powers timely and effectively favouring the common people.
