LAHORE - A single bench of the Lahore High Court Friday allowed civil judges having service experience of eight years to appear in examination for the post of additional district and sessions judge (AD&SJ).

Khurram Virk, a civil judge, had filed the petition and contended that he was disallowed to appear in the examination for AD&SJs. He contended that he had two-year experience of legal practice along with eight-year service experience as the civil judge. However, he said, the authorities declared him ineligible to appear in the examination.

A provincial law officer told the court that the rules for the appointment of AD&SJ in Punjab required ten-year service experience for a civil judge to appear A law officer on behalf of the provincial government told the bench that the rules for the appointment of AD&SJ in Punjab required ten-year service experience for a civil judge to appear in examination for a higher post.

After hearing both sides, Justice Syed Mansoor Ali Shah of the LHC allowed the civil judges having eight years experience to appear in the examination for the post of AD&SJ.

Judges’ promotion, demotion

The LHC Administration Committee, headed by Chief Justice Khawaja Imtiaz, promoted 12 additional district and sessions judges to district and sessions judges on Friday.

The judicial officers included Khawaja Muhammad Zafar Iqbal, Ch Mahmood-ul-Hassan, Shaukat Mahmood, Muhammad Aslam Pervez, Raja Pervaiz Akhtar, Nussar Ali Naseem, Muhammad Azam Saroya, Ziaul Qamar, Muhammad Amjad Ali Khan, Aqil Hassan Chohan, Muhammad Naeem Arshad and Asmat Ullah Khan Niazi.

The committee also deferred the promotion of 12 AD&SJ including Malik Riaz Ahmad Khokhar, Ch Jamil Ahmad, Shahid Mahmood, Syed Muhammad Zafar Abbass Sabzwari, Muhammad Musharaf Hassan Sumra, Malik Muhammad Iqbal, Zulfiqar Khan Nasir, Malik Muhammad Iqbal, Muhammad Tariq, Khawaja Muhammad Ajmal, Khizar Hayat Sial, Muhammad Bakhsh Masood Hashmi and Muhammad Rafat Sultan Sheikh.

The committee promoted 36 senior civil judges to the rank of additional district and sessions judges including Anjum Mumtaz Malik, Muhammad Rizwan Arif, Syed Zaigham Abbas Rizvi, Muhammad Asif Rana, Mahmood Hayat, Waseem Ahmad, Muhammad Riaz, Muhammad Yasir Arafat, Muhammad Tariq Ayub, Khizar Hayat, Tariq Mahmood Rana, Gul Abbas, Muhammad Umar, Amir Munir, Muhammad Tariq, Shahbaz Hussain, Khalil Ahmad Khan, Muhammad Asif, Ghulam Shabbir Hussain, Thair Abbas Sipra, Muhammad Naeem, Muhammad Ashraf, Ambreen Qureshi, Tajammal Hussain, Javed Akram Baitu, Muhammad Asif, Naveed Akhtar, Masroor Anwar Khan, Sahir Islam, Shaukat Javed Khan, Muhammad Asim , Jamshed Mubarik, Hassan Ahmad, Akleem Raza, Jehangir Ali Gondal and Iftikhar Hussain.

The committee promoted 36 civil judges to senior civil judges, including Nusrat Ullah Khan Niazi, Muhammad Iqbal Haral, Muhammad Zafar Iqbal Sial, Muhammad Sajjad Hussain Khan, Ghulam Mujtaba, Muhammad Mohsin, Raza Ullah Khan, Samina Hayat, Basit Aleem, Muhammad Kashif, Shakeel Ahmad, Muhammad Salabat Javaid, Muhammad Zia ul Tariq, Shoaib Anwar Qureshi, Faheem Shahid Saleemi, Ahmad Iqbal, Muhammad Abdul Jabbar, Zafar Ullah Khan, Ahmad Mujahid Sherdil Cheema, Hussain Raza, Muhammad Irfan Anjum, Rai Liaqat Ali Kharal, Imran Khurshid, Ghulam Murtaza Uppol, Muhammad Saeed Raza, Afshan Ijaz Sufi, Khurshid Ahmad Anjum, Muhammad Ashraf, Sarfraz Ali, Ayesha Khalid, Afzaal Ahmad Butt, Nadeem Anwar Ch, Muhammad Ramzan, Nadeem Ahmad Sohail, Samia Asad and Naeem Abbas while three senior civil judges including Fayyaz Ahmad Zaheer, Ch.Shabbir Hussain and Muhammad Kashif have not been promoted as additional district and sessions judges.

The committee ignored/deferred the promotion of 19 civil judges to senior civil judges including M. Shaukat Ali Khan, M. Khalid Mahmood Warraich, Nusrat Ali Siddique Malik, Sheikh Allah Baksh, Muhammad Anwar Ali, Hafiz Muhammad Iqbal Kalyar, Muzammal Sipra, Muhammad Tariq, Malik Allah Ditta Anjum, Malik Azmat Ullah Awan, Sarwat Mumtaz Syeda, Waqar Mansoor, Amjad Ali, Nadeem Khizar Ranjha, Muhammad Younas Lar, Muhammad Amin Shahbaz, Nadeem Abbas Saqi, Muhammad Yousaf Hajra and Nisar Ahmad.

There are 13 civil judges of class-I who have been conferred upon the powers of Civil judges Class-II, those judges included Maqsood Ahmad Qureshi, Muhammad Aslam, Shahwar Amin Wagha, Khuram Khan Virk, Tahira Bano, Rana Muhammad Ilyas Bashir, Mukarram Hussain, Khuda Yar, Sheikh Sana Ullah, Ilyas Raza Nasir, Ayub Gul, Sadiqa Luqmani and Mehnaz Hayat.
