ISLAMABAD (APP) - Management Information System (MIS) is essential for proper monitoring and evaluation of Benazir Income Support Programmes funds distribution process and make it more transparent. Director General Operations, Dr. Mukhtar Ahmad said that while addressing the inaugural session of the two-day training workshop of BISP official here Monday. The workshop was aimed to impart training to the provincial and regional officers about the programme and brief them about the easy ways of funds distribution at grass root level. The Director General said that the MIS will also be helpful for payment and finance reconciliation and grievances redressal besides making the process transparent. Elaborating the process of funds transfer, Dr Mukhtar said that the Pakistan Post is responsible to deliver funds to the beneficiaries at their given addresses. The process of disbursement of funds is transparent and record is maintained to keep it up to date. One can check the status of funds by entering CNIC number at BISP website. He said that the present delivery rate claimed by Pakistan Post is 97 percent. The postman is the first person who handle the cash and BISP, NADRA official and MNAs are not involved in this process. Highlighting the mechanism used for initiating poverty survey, he said, the poverty scorecard of international standards was used to ascertain the percentage of poor in the country. The pilot project of poverty survey has been completed in 16 poorest districts of all the provinces including Azad Jammu and Kashmir and Northern Areas. The findings of the test phase survey would help improve targeting in the national survey which will identify more deserving families and will be completed by end of 2010, he said. The districts for the survey were selected on basis of their poverty level, accessibility, security situation and the presence of the surveying organisations. Mukhtar Ahmad informed that the beneficiaries would be entitle to such free services as insurance, health and accident covering, besides providing free technical training to at least one person of the registered families. Managing Director, Mohammad Sher Khan briefed the participants about the performance and scope of the Benazir Income Support Programme. The Director Generals, Provincial Directors and other official of BISP across the country attended the workshop. Chairperson BISP, Farzana Raja will address the concluding session of the workshop on September 29.
