PESHAWAR - The government of Khyber Pakhtunkhwa has constituted a parliamentary committee for revamping and restructuring of Anti-Corruption Establishment (ACE) on modern lines.

The committee consists of Senior Minister for Irrigation Sikandar Sherpao, Minister for PHE, Shah Farman, Minister for Law Imtiaz Shahid Qureshi, Parliamentary Secretary on Anti-Corruption and Provincial Inspection Team, Dr Haider Ali Khan Secretaries of Law, Establishment, Finance and C&W Departments, says a notification issued here on Friday.

The terms of Reference of the Committee included proposals for revision of prevention of Corruption Act 1947 in line with modern day requirements, comparative analysis of Khyber Pakhtunkhwa West Pakistan(W.P) Anti-Corruption Establishment Ordinance 1961 with similar laws in other provinces of Pakistan and world( comparative studies be made for under developed, developing and developed world countries), determine the mandate, role, responsibilities and limitations applicable to ACE after the introduction of Ehtesab commission in Khyber Pakhtunkhwa, revision of W.P. Anti-Corruption Establishment Ordinance 1961.

Proposal for inclusion or otherwise of Voluntary Return and Plea Bargain on the pattern of NAB, Elaborating the role/powers of ACE in action against corruption.

This may include but not limited to powers of arrest, detention, and seizure of case properties, revision of W.P. Anti-corruption Establishment Rules 1965 to bring them in line with the act, recommendations for institutional arrangement/measures for curbing external interference in the operational affairs of ACE, proposal and recommendations, and consequences of devolving administrative and financial powers to ACE to ensure autonomy, devise a District Oversight Committee of 5 to 6 members comprising of district level officers to ensure better coordination between ACE and other line departments, evolve a Grievance Redressal Mechanism on the pattern of Police Public Safety Commissions to keep a watch on the ACE, rationalization of the existing staff/personnel in ACE.

Recommendations thereon devise service structure of officers/officials in the ACE. Recommendations for formation of a separate cadre for ACE, mode of induction, promotion etc, capacity building and career planning of the human resource in ACE , rationalization of office and ACE police stations at district and regional level, the type and number of equipment to be provided to the staff of ACE.

This includes, but not limited to, wireless equipment, logistics, and other forensic investigation devices, introduction of computerization and E-governance in the ACE, concrete proposals for improving the efficiency, security and authenticity of information, performance and evaluation criteria for the ACE and any other issue worth considering by the committee.
