All the year round we hear and read big claims by the authorities about mega projects. That keeps the people happy. Billions of rupees are, supposedly, spent on new projects but when the monsoons arrive, the city is inundated like a pond. That gives an opportunity to authorities to study areas where they can start new projects that provide grist to the bank accounts of the corrupt next year. The administration officials visit the affected areas, television camera in tow and hop from place to place as if they are doing serious work for the city. Nothing happens.
