LAHORE - Justice Shahid Waheed of the Lahore High Court yesterday dismissed a petition seeking directions to enforce National Action Plan and deploy Pakistan Rangers to establish peace, holding that it was not maintainable.

Munir Ahmad, a local citizen, filed the petition through Advocate Azhar Siddique and stated that Pakistan was suffering from uncountable catastrophes since its inspection but it was observed in last two decade that Pakistan was bleeding due to suicide attacks, bomb ballasts, target killing and other terrorist activities.

He stated that unfortunately our ruling class belongs to all political parties could not concentrate and drag their attention to the grave issue of terrorism and law enforcement due to their vested political and economic interests. Pakistan, of course, was lacking in sagacious leadership that has become a reason of prevailing lawlessness and anarchy, he submitted.

He further submitted that Lahore again observed a terrible and horrific moment when a suicide attack blast at Gulshan-e-Iqbal Park leading to assassination of more than 70 innocent people and 300 injured people including children, women and young boys.

He said the incumbent governments had failed to provide a secure environment leading to right of living and right of liberty. He stated that Punjab government was reluctant to execute National Action Plan in letter & spirit, because they did not want to lose their vote bank which directly or indirectly was connected with the operation of Rangers in Punjab while it had been decided that Pakistan Rangers would operate in Punjab similarly at the Pattern of Sindh.

The petitioner stated that not only they were reluctant to call Ranger for law enforcement in Punjab but it was observed that the provincial government had deployed majority of police and special forces on the security of their siblings of chief minister, prime minister and other influential political leadership of Muslim League-N.

The petitioner said that the Constitution guaranteed equal rights to all citizen of Pakistan without any discrimination.

But the governor and chief minister had evolved a theory of discrimination in Punjab by providing security to only their siblings and rest of relatives, family members and friends at the expense of public exchequer.

He said he wrote to the police officials for the security of the common citizens but they did nothing rather deployed heavy police contingent for the security of political leaders. He said the public was left on the mercy of terrorists.

He said the ruling class can afford personal security, so it was a need of hour to call back all the law enforcement deployed on VVIPs security to their basic stations so they can perform their duties for the betterment and protection of public at large in view of Article 9 read with Article 14 and 25 of the Constitution of Islamic Republic of Pakistan.

The petitioner prayed to the court to order the governments to implement National Action Plan and deploy Pakistan Ranger in Punjab for the purpose of security. He also prayed to order the authorities concerned to take back the official security from the ruling class.
