In the interim 1972 Constitution it was legislated that Administrative Accountability Courts will be established (Article 216). Accountability is like a law. Either it applies to everyone or no one. Selective accountability cannot contain corruption. In the 1973 constitution, instead of administrative accountability, judicial accountability was introduced which is retrospective and cannot effectively contain executive abuses. It is time to revisit the concept of administrative accountability courts that have executive jurisdiction. This can be very effective in getting the job done as they can be pro-active.
