PESHAWAR - Welcoming LHC order to the Federal Government to construct the Kalabagh Dam, former Chairman Wapda Shamsul Mulk said on Thursday that it would have been much better, if this decision has been taken 20 years earlier.

Advocating an early construction of Kalabagh Dam, he said he welcomed the decision. However, it would have been good, if this decision had been taken two decades back. And it would have been too much admirable, if this historic order has been given by an elected government.

The LHC has ordered while hearing petitions calling for the construction of the KBD. The court directed the government in light of the decisions of the Council of Common Interests (CCI) to construct the dam and fulfill its responsibilities under Article 154 of the Constitution.

Talking to TheNation, Shamsul Mulk said that decision by the government to construct KBD, would have positive impact in term of strengthening democracy and democratic spirit in the country.

Delaying in construction of KBD has multiplied social, economic and other problems. Thus, construction of the DBD is a must, he added. Shamsul Mulk, who has also served as ex-caretaker Chief Minister Khyber Pakhtunkhwa said that collectively all the four provinces have suffered too much financially, as they have been facing Rs 132 billion annual loss in term of paying electricity bills. In this loss, Punjab share is Rs 68 billion, Sindh’s Rs 30 billion, KPK’s Rs 22 billion and Balochistan’s Rs 6.5 billion, he said.

This amount would further increase with raise in electricity rate, he added.

For KPK, Rs 22 billion is a huge amount, this amount could be slashed and be saved by initiating construction of KBD, he said.

If KBD is built, a total of 800,000 acres barren land in Dera Ismael Khan and Bannu districts of KPK would be brought under cultivation, and certainly it would bring an agricultural revolution in that area, Mulk said.
