In my opinion, a massive scam is underway in DHA Lahore Cantt where the authorities are charging a plot transfer fee of Rs. 56,000/-per plot on each kanal since 2003. This, while the Walton Cantonment Board also charged a transfer fee for the plots of the same size (and still does presently) at the rate of Rs. 1.5 lakh per plot. The DHA had no authority to charge plot transfer fee or to carry out mutation of immovable property. That is a responsibility of the Walton Cantonment Board as per law. So the DHA Lahore Cantt has probably minted millions of rupees as 'plot transfer fee from the unwary residents for which it had no legal basis. The regulations of DHA on their website do not display any such authorization. I request that a high level inquiry may be carried out at the level of Corps Commander 4-Corps about this unlawful scam in the DHA. -DR. M. YAQOOB BHATTI, Lahore, August 28.
