Sharing responsibility

On the call of the nation, the army launched a large operation against terrorism in South Waziristan. Careful planning, dedication and a will to root out terrorism led to success. The army and the civilians suffered but it is considered as a sacrifice in the line of duty and responsibility. The operations conducted have restored the confidence of the people from security point of view. People feel secure and are going back to their homes. They have expectations that looking after the masses and taking care of their needs is the responsibility of the government. What people really need is political stability. They want their local leadership to come forward so that no other individual or group takes the advantage of the vacuum being created and starts to establish its own foothold. At this stage, the people want that decisions are taken at the government level to strengthen the administrative system. This would restore their confidence in the civil administration. The assurance that they would be protected and facilitated in settling would boost the morale and help in bringing peace in the area. Their demand is that the administrative organizations need to work in a coordinated way to think and plan better ways for uplifting the life style of the common man. For this mission to be successful, cultural and traditional understanding of the people is must because imposing something which is new as an order or from an outsider is mostly doubted, and hence receives criticism. If the first impression goes wrong then it becomes difficult to establish a rapport and have an effective communication. Local people feel that development in different sectors related to education, health, economy and tourism are most crucial. The provision of basic needs is likewise a must. In these areas, there is problem of water, electricity, gas, transport system and access to media. The government on its behalf is struggling to bring peace and stability in the area. Mostly the efforts of the government go unnoticed. At this stage, the role of the local leadership is also very important to strengthen the endeavors of the government. ANWAR PARVEEN, Rawalpindi
