ISLAMABAD - Chairman National Accountability Bureau Justice (retd) Javed Iqbal has appointed Joint Investigation Team member from NAB on the Panama Papers case Irfan Mangi as Director General NAB Rawalpindi. The NAB chief approved postings and transfers of five DGs, including DG NAB Balochistan Irfan Mangi.
A notification issued by the NAB on Tuesday said that Irfan Mangi, DG NAB Balochistan has been transferred and posted as DG NAB Rawalpindi, Brig (Retd) Frooq Naser Awan, Director General Khyber Pakhtunkhwa transferred and posted as Director General Research and Training NAB Headquarters.
Mirza Muhammad Irfan Baig, Director Training and Research and Training as DG Balochistan, Farman Ullah, Director has been posted as DG KP.
The NAB chief posted outgoing DG Rawalpindi Nasir Iqbal as DG Awareness and Prevention. Iqbal is facing corruption allegations and he had also detained his subordinate over allegations of leakage of video to media, which was later proved wrong in the fact and finding report.
The chairman NAB had taken notice against Nasir Iqbal on corruption charges and he is also facing a separate inquiry in this regard. Nasir Iqbal is posted in NAB on deputation.
Earlier, the NAB special probe committee had referred the case of alleged illegal appointment of Irfan Mangi in the Bureau to the Supreme Court as the apex court through an order had barred all the departments to ensure service protection of the JIT members.
According to available documents: “The probe committee has to examine the initial appointment and appointment by promotion of Directors (BS-20) and Directors General (BS-210 , however, the Supreme Court of Pakistan in its judgment in CPNO.29 of 2016 etc (Panama case)ordered in respect of JIT members that “ the tenure of service shall be safeguarded and protected and no adverse action of any nature including transfer and posting shall be taken against them without informing the monitoring judge“.
Prior to this order, a show cause notice had already been issued to one of the members of JIT Irfan Naeem Mangi, Director (BS-20) of NAB on the directions of Court in SMC No.13/2016, therefore, a submission is being made to the monitoring judge accordingly.
The posts in BS-20 to BS-21 are very sensitive in nature and demand a careful examination of the record. Furthermore, the member of FPSC remains out of the city in connection with interviews of CSS, it is most respectfully prayed that the committee may be accorded with two members to complete the given task.”
The post of Awareness and Prevention was lying vacant after rejecting extension in the deputation of outgoing DG HRM NAB and sent his services to his parent department. He is also facing a corruption case.
