ISLAMABAD - The first draft of legal due-diligence report on DTH licensing was presented in the 111th meeting of PEMRA yesterday.

The meeting was held under the chair of Absar Alam at the PEMRA headquarters, while the agenda was deferred till next meeting. The Authority, however, resolved that the DTH licensing should be expedited without compromising laws and transparency.

After assuming the charge, Absar initiated the process for legal due diligence to avoid anomalies, if any, in the postponed DTH process. PEMRA, in its 107th meeting held on December 4, had decided to defer the DTH bidding.

The Authority also approved grant of Mobile TV (Video & Audio Content Provision) Service License to M/s Convex Interactive (Pvt.) Ltd. Karachi. The scope of Mobile TV licensee will be delivery of PEMRA licensed TV channels and FM radio content. Mobile TV licenses are issued on case to case basis for five years tenure as Value Added Service (VAS). Companies registered with Securities & Exchange Commission of Pakistan (SECP) with minimum paid up capital of Rs. 3.0 million and having prior PTA (CVAS) license are eligible to apply for Mobile TV license.

The Authority also gave conditional approval of minimum technical standards for Digital Set Top boxes which PEMRA has drafted last week in line with the international practices to safeguard the legitimate objective such as quality of service, un-interrupted operation of the equipment, safety and competitiveness. Final specifications would be announced in a day or two after accommodating PTA’s input.

The technical specifications have been drafted by PEMRA in pursuance to its endeavour to meet cable TV Digitalization deadline of September 30, 2016 and to ensure the maximum facilitation and protection of subscribers’ rights.

Considering the request of M/s Total Media Pvt. Ltd., Authority approved payment of outstanding dues of Zaiqa and Business Plus TV Channels in quarterly instalments.

The revised PEMRA’s revenue and expenditure budget for the financial year 2015-16 and the budget estimates for the financial year 2016-17 was also approved by the Authority after threadbare discussion.

Chairman FBR Nisar Mohammad Khan, Chairman PTA Dr. Ismail Shah, Shaheen Habibullah (Member Khyber Pakhtunkhwa) and Nargis Nasir (Member Punjab) were present in the meeting.
