LAHORE - Despite its merit mantra and tall claims about not re-employing the retired, the Punjab government on Saturday re-appointed an ex-army man for the second time in about two months, thereby indulging in two violations of rules, which has been done for the cadre post of the Police Service of Pakistan. A former Colonel was given the second posting of a higher scale while redesignating the post after terminating him from the first one, where he was appointed against rules as well. Interestingly, the last act of termination and re-appointment has been done in one go, and through one notification issued by the Services and General Administration Department. According to details divulged by a source, this all has been done for one ex-army man Colonel (r) Ihsan-ur-Rehman, who was re-employed as Director General Research and Reference Special Branch Punjab in BS-20 about two months back. This was also done against the equivalence formula of the Establishment Division as per which an ex-army man should be given equal scale in the civil administration as well. But for this particular case, Ihsan was re-appointed as DG in BS-20, while his posting should have been in 19, maintained the source. Secondly, this post was redesignated as DG though there is no post with this nomenclature in the rules. Neither he (Ihsan) met the criterion for his appointment as DG, nor rules allowed the redesignation of the post, said the source, while having no clue about the ex-army mans 'credentials which have made him a 'very important man of the provincial administration. After holding the post of DG (R&R), Ihsan was terminated from the post on Saturday through a notification of the S&GAD, but it was not at all done for the wrong reasons. The post of AIG (Establishment) was redesignated as AIG (Inspection and Vigilance), and its incumbent Saqlain Naqvi was transferred and posted as AIG Special Branch, in his own pay and scale, which is yet another an uncalled-for invention being frequently used by the government. Recently, 10 police officers were posted in OPS prior to the promotions, which were in the offing, said the source. The newly-redesignated post of AIG (I&V) was given to Col (r) Ihsan, who is the first man to be posted against such a post, which is only for the PSP cadre, and is counted for promotion. Two steps higher posting is unprecedented, as Ihsan is in now Grade-21 slot, said the source, while adding that this would be equivalent to destroying the PSPs service structure, which would frustrate the senior cops. About factors, which led to Ihsans rise to Grade-21 within two months, the source kept mum. However, he threw a hint of an ex-army man with the same name appointed as Director Planning NHA and Motorway Police during the initial days of General (r) Pervez Musharrafs rule. The Secretariat sources did neither have any clue about Ihsans other credentials nor about the actual man behind his success. Ihsans posting has been done as subject to the No Objection Certificate to be issued by the Ministry of Defence, which has explicitly barred such appointments by provincial government sans an NOC. There is no legal provision which protects Ihsans appointment, both as DG and AIG, said the source. Secretary S&GAD Jallal Sikander Sultan Raja did not offer any comments, while saying that he was not in a position to explain it as he was on leave. A senior police officer, on condition of strict anonymity, opined that this was not done even during the PML-Q government - armymen posted against PSP cadre posts - which is still remembered for re-employing the well-connected. The present government terminated all the re-employed on April 10 last year, but it is reappointing people, he added, while asserting that if the trend would kept going, then civil service was not a far off land to be intruded by the ex-armymen in the coming days. On Saturday, the S&GAD also transferred and posted senior cop Salah-ud-Din Khan Niazi as Chairman Chief Ministers Inspection Team. This is his second posting with the Team, as earlier he was posted as Member, but the order was cancelled. This is also a cadre post of the DMG/PMS officers. While rejecting it as a 'balancing act against Ihsans posting, the police officer averred, The bureaucracy seems to be buckling under the political pressure, and the officers concerned, despite having an opinion, are not courageous enough to call a spade a spade.
