Unleash the dog on them?

The DHA Lahore charged Rs. 56000/- transfer fee for my one Kanal plot (455 - CC Phase - IV) in 2003. After completion of the house in April 2004, the Walton Cantonment Board charged Rs 1 50,000 for transfer of the same as fee for transfer of immovable property in my name from the original owner. This amounted to double taxation. The Walton Cantt Board advised me to get a refund of plot transfer fee from DHA Lahore Cantt as they were not authorized to charge it. The DHA Lahore Cantt stated in response to request for refund that the matter would be considered after a House Completion Certificate was issued by DHA. The house was completed seven years ago in 2004 and the House Completion Certificate which had no nexus with the double taxation has been kept on the backburner by DHA for the last 10 months on one pretext or the other. The last objection, believe it or not, was about placement of a portable temporary shelter without any foundation for my guard dog. That is not defined as part of a building or construction in the bye-laws of DHA. The matter was settled in a meeting with the then Administrator DHA, in July 2009 when I agreed to reduce the height of temporary shelter by 2 1/2 ft. so that it is not visible from outside. But the DHA has still not issued a House Completion Certificate so far. I don't know what to do? DR M. YAQOOB BHATTI, Lahore, May 29. The other day I was listening to former CM Punjab Chaudhry Pervaiz Elahi on a channel. Every question that he was asked, no matter what the context of the issue, he ended up blaming the Sharif Brothers. Listen to the Sharifs talking on the media and they come out all guns blazing at Musharraf. The Jiyalas among our politicians have searched and searched and all collectively found the one cause for all of this country's ills and misfortunes; the demise of Bhutto family. The party loyalists of all parties are ever ready to defend all wrong doings of their party chiefs no matter how grave they might be.
