Ogra advises union to stop CNG filling in PSV denying rules



ISLAMABAD - Taking notices of accidents of CNG-fitted public service vehicles (PSV), Ogra has advised All Pakistan CNG Association (APCNGA) to immediately stop filling of CNG in public service vehicles which do not qualify CNG Rules, 1992. Ogra Chairman called a meeting with All Pakistan CNG Association (APCNGA) with respect to current fire related accidents in CNG fitted Public Service Vehicles. The meeting was chaired by Chairman Ogra Sabar Hussain and attended by Chairman and representatives of APCNGA and senior officers of Ogra.
In the meeting Chairman Ogra pointed out that the main cause of accidents was improper CNG fittings, location of cylinders such as beneath the seats or on roof top from un-authorised workshops resulting in gas leakages from damaged/ poor quality fittings and CNG kit in almost all explosions reported recently and confirmed by HDIP and other approved third party inspectors.
It was also pointed out that CNG stations are not following the mandatory refuelling procedure.  In pursuance to above it was advised to the APCNGA that CNG stations should immediately stop filling of CNG in all public service vehicles which do not qualify the laid down standard as per CNG Rules, 1992. Chairman Ogra also advised APCNGA that all CNG stations shall follow CNG refuelling procedure in letter and spirit in which checking of valid test certificate of CNG cylinder in all vehicles is must prior to filling of CNG. It was also directed to APCNGA to constitute their own teams to visit CNG stations at random to ensure public safety. Moreover, a team comprising representatives of Ogra, APCNGA, HDIP and OMCs’ was constituted to check safety measures at CNG stations in order to ensure public safety.
It must be noted that Compressed Natural Gas (CNG) is a highly pressurised gas for which specially designed and fabricated seamless cylinders manufactured in accordance with prescribed standard are used in vehicles. Only the valid licensees/ CNG stations are authorised to convert vehicles to CNG at their respective facilities and provide CNG cylinder test certificate.
Therefore only the imported CNG vehicle cylinders (brand new), within its periodic test life duly approved by Ogra and approved CNG kit shall be installed in vehicles.
