Ministry admits increments beyond scope of pay scale

Islamabad - The ministry of finance has clarified that a government servant who reaches the maximum of his pay scale on or after December 1, 2001 may also be allowed annual increments up to three years.
According to an office memorandum issued by the finance division regulations wing, the annual increments as personal pay would be allowed for December 1, 2002 to December 1, 2004. A question was raised at the federal ombudsman office whether or not a government servant who reaches the maximum of his pay scale after December 1, 2001 may also be allowed annual increment as personal pay up to three years i.e. December 2002, December 2003 and December 2004 and the ombudsman decided the case in favour of the complainant. After that, the memorandum said, the benefit of annual increment beyond the pay scales as personal pay was allowed to all the government servants w.e.f. December 1, 2005.
The finance division has clarified that the increment may be treated as personal pay subject to the condition that the employee concerned has put in six months or more service as counts for an annual increment unless withheld under the rules. It further said the amount of the personal pay might not be reduced but treated as part of pay scale of the concerned government servant for the purpose of fixation of pay, pension and recovery of house rent etc. It said the clarifications already issued in this regard might be treated to have been modified to the extent indicated on the subject ab initio.
It is important to mention here that on discontinuation of the scheme of move-over, the government servants were brought back to original scales of the posts and their pay was fixed in the revised pay scales, 2001 on notional extension basis. On doing so, the pay of some employees crossed the ceiling of the notional extended pay scales. Such category of government servants was allowed personal pay, besides allowing future increments (as personal to them) up to three years, said the finance division.
