NAVTEC chief terminates 28 employees

ISLAMABAD  – Chairman National Vocational and Technical Training Commission (NAVTTC) Mumtaz Akhtar Kahloon has terminated the services of at least 28 employees in an apparent bid to accommodate his blue-eyed.
Well-informed sources told that Executive Director NAVTTC terminated the services in the name of downsizing and for accommodating new employees of his choice. The terminated employees duly fulfilled the eligibility criteria for regularisation on the cut off date 30-06 2011.
Sources told that certain members of NAVTTC board along held a meeting and made certain decisions regarding downsizing of the department as well as framing of new services rules without discussing fate of employees who already fulfilled the criteria of regularisation as per the government policy.
Board members including Secretary Labor, secretary finance secretary industries secretary of concerned provincial departments did not attend the meeting while certain other members from outside board attended the meeting which is unlawful and violation of section 4 of NAVTTC Act 2011.
Sources told online that Executive member of NAVTTC Tariq Shafi who himself is working on deputation from the ministry of food and agriculture from last one year has accommodated his blue eyed persons in different centers of NAVTTC while Chairman NAVTTEC Mumtaz Akhtar Kahloon also inducted his close relatives as Assistant Director in the commission.  Officials also informed that controlling ministry of NAVTTC (Ministry Of Professional And Technical Training) was never taken into confidence while making such decisions.
It is too pertinent here that establishment division has specifically advised the secretary professional and technical training not to terminate the services of employees who has completed 9 months in contingent paid services however Executive director does not appear to be interested in accepting the decision.
Sources told that during the meeting it was also decided that new recruitments would be made on contract basis while presently NAVTTC is being run by person belonging from other service groups who join the commission for getting double salaries. Many officers o NAVTTC including executive Director is on deputation from Ministry of food and agriculture.
When contacted Chairman NAVTTEC Mumtaz Akhtar Kahloon said that commission has terminated the job of those employees who were working on contract basis and after expiration of contract these were expelled from their jobs. He said that it has been decided that all the new recruitments in NAVTTC would be made on contract basis.
Mumtaz Akhtar kahloon said that he has not accommodated his close relatives in the department.
