Verification of arms’ licenses on

KARACHI - Sindh government has decided to form a committee comprising of Home Secretary Sindh, Advocate General Sindh, Prosecutor General of Sindh and Law Secretary, which will consult with the federal law minister and will suggest amendments in the Arms Act as soon as possible so as to place the same before the Sindh Assembly for legislation.  At a meeting chaired by Sindh Chief Minister Qaim Ali Shah held at the CM Secretariat on Tuesday reviewed law and order in the province preferably in Karachi. It decided that the process of police verification of arms’ licenses has been initiated and process of computerisation of arms licenses will be further enhanced. The meeting was informed that more than 0.4 million arms licenses have been issued in the province while an amount of Rs7.50 crore have been paid to Nadra for installation of computerised system in the Home Department and at all Divisional and District headquarters. The owner of arms license will go to nearer Nadra office and will fill up necessary form which will be verified by respective SP office. Besides Karachi, such machines have been installed at Hyderabad and Larkana. The meeting was informed that there is flow of unlicensed weapons in the province and Tando Allahyar has become hub of sale and circulation of illegal weapons. It was informed that there is a huge quantity of unlicensed and illegal weapons. Qaim decided that police, rangers and other law-enforcement agencies should have crackdown against those criminals and unauthorized shops indulged in sale of unlicensed/illegal arm and ammunition. The meeting was informed that on through survey of Bank branches it was known that about 90 per cent security guards are untrained and cannot cater the needs of security. The meeting decided that Sindh Police will recruit 200-persons having degrees of law, who will be trained and assigned task of investigation and process of legal requirements.  It was further decided that like old city areas, the SITE area will be provided prompt security and community policing will be encouraged. It was further decided to take legal action against those who will take law into their hands and create problems to people of province. Other issues were also discussed. Chief Minister Sindh reviewing the performance and results during Moharam-ul-Harram /Youm-e- Ashura, congratulated the Police, Rangers and other law enforcing agencies. He appreciated the prompt measures, coordinated efforts and other vigilance adopted by all forces and agencies, with the results the Ashra-e-Muharram passed peacefully and no untoward incident took place. Qaim also appreciated efforts of CID Police, whose efforts achieved detection of subversive explosive material and other criminals.  He added that keeping in view the past incidents, the police, rangers and LEAs have to evolve future strategy and planning to have constant vigilance and monitoring so as to take timely action against terrorists, anti-social elements and land mafia indulged in target killings, sectarian and ethnic violence. The meeting discussed various issues, progress, performance and achievement of Home department, police, rangers, law department, prosecution department and LEAs. Sindh Law Minister, Sindh Information Minister, Sindh Finance Minister, Chief Secretary Sindh, ACS(Home), I.G Police Sindh, Deputy D.G Rangers Sindh , AIG Police Karachi, Prosecutor General Sindh, Advocate General Sindh and others highlighted detailed reports, performance, and various issues were also in the light of situation after passing of 18th amendment. It was informed that during the period 2008 to 2012 (to date), there is 39.75 per cent conviction of criminals by various courts in the province and 15798 cases are lying pending. The meeting was attended by law Minister Ayaz Somor, Sindh Information Minister Sharjeel Enam Memon, Sindh Finance Minister Syed Murad Ali Shah, Chief Secretary Sindh Raja Muhammad Abbas , ACS (Home) Waseem Ahmed, IG Police Sindh Fayyaz Ahmed Leghari, Deputy DG Rangers Brig Muhammad Rafique Khan, AIG Police Karachi Iqbal Mehmood, Advocate General Sindh Fatha Malik, Prosecutor General Sindh Shahdat Awan, Secretary Law Ghulam Nabi Shah and others.
