SA gives nod to setting up of private institutes

KARACHI - The Sindh Assembly approved setting up of Sindh Institute of Medical Sciences and Commecs Institute of Business in private sector by adopting two government bills along with a private resolution regarding withdrawal of subsidy on electricity on Monday. The government bills, Sindh Bill No-8 of 2009 related to the establishment of Commecs Institute of Business and emerging Sciences Karachi and Sindh Bill No-9 of 2009 was for the establishment of Sindh Institute of Medical Sciences Karachi. Sindh Law Minister Ayaz Soomro tabled both bills in the House. Speaking in favour of government bill regarding establishment of Sindh Institute of Medical Sciences, Sindh Chief Minister, Syed Qaim Ali Shah, said that it was an important bill in the field of medicine. We know that there was dearth of doctors and specialists in the province and there were a lot of complaints that specialist doctors avoid going to the interior of the province, he said. He said the establishment of private institute under Dr Adeeb ul Hassan Rizvi would open of new vistas for research and also produce specialists in the filed of medicine. He added that it was the duty of the members to support the establishment of the university by passing the bill. Sindh Minister for Information Shazia Marri said that no society could make progress without education, adding that the role of private sector in spreading education could not be denied at any cost. She said that during last 60 years, democratic institutions were allowed to work 15 years only and no concrete policies were introduces, however, Chief Minister and Minister for Education were working on PPP manifesto to promote education in the society. She said that it was the need of the hour to establish such more institutions for the promotion of education and establishment of new educational institutions would help reduce illiteracy in the society. She said that educational institutions should provide career counselling to the students and educational institutions should be made stronger. Sindh Minister Syed Sardar Ahmed speaking in favour of the bill said that private institute will be open to all persons either gender, all religions, caste, creed, class or domiciles, adding that the bill may be passed. MQM members Heer Soho, Aleem ur Rehman, PPP member Shama Mithani and PML (F) member Nusrat Abbasi supported the bill. After general discussion, Acting Speaker Shehla Raza put the bill to the house, which carried it unanimously. Earlier Sindh Law Minister Ayaz Soomro moved Sindh Bill No-08 for the establishment of Commecs Institute of Business and Emerging Sciences, Karachi in the house. Sindh Minister Jam Mehtab Dahar, PPP member Dr Sikandar Ali Mahendaro, PML (F) members Syeda Marvi Rashidi, Nusrat Abbasi and ANP member Aman ullah Mehsood supported the bill. The chair put the bill in the house, which was passed it unanimously. The house also carried a private identical resolution regarding acute shortage of electricity moved by Muqeem Alam, Syed Khalid Ahmed, Heer Soho and Bilqees Mukhtar of MQM, Ghulam Mujadid Isran of PPP and Abdul Razzak Rahimoon of PML (Q). The resolution stated, keeping in view of the acute shortage of electricity and prolonged unscheduled load shedding by KESC causing disturbances, closure of small scale as well as large-scale industries and thereby rendering labourers unemployed. And people suffer from hottest summer. This house is of the opinion and resolves and recommends to the government of Sindh to approach federal government not to withdraw subsidy being provided for supply of electricity in the province till adequate electricity is made available by KESC, HESCO and other electricity providers to household consumers, commercial and industrial consumers and if subsidy is withdrawn compliance may be stayed. Acting speaker put the resolution in the house, which carried unanimously.
