Sindh govt terminates 86 blue-eyed

KARACHI - The Sindh government, while implementing the Supreme Court order in the suo-moto case on Karachi law and order situation, has terminated the services of 86 officers from grade 12 to 21 hired on contract basis in various provincial departments.
Some of the officers who have been terminated were the relatives of the PPP ministers and leaders. They were hired by the former Sindh government with high perks and facilities.
In the suo moto case about Abbas Town blast, the Supreme Court of Pakistan in its order on March 8 had directed the Sindh government to terminate the services of the officers working on contract basis.
According to the list of the officers available with The Nation, at least 86 retired bureaucrats’ services have been terminated, who were reemployed on the contract basis.
Three officers of grade-21 included Shamsul Haq Memon- Consultant of Coastal Development Authority, P&D Department, former Secretary Environment and currently waiting for post Mir Hussain Ali, Chairman of Enquiries and Anti-Corruption Establishment Syed Javed Shah Bukhari and Mushtaque Ali Memon working as technocrat in the services and general administration department have been terminated with immediate effect.
Meanwhile, 33 officers of grade-20 working in different department on contract basis have been terminated immediately.
Among the officers of 20-grade Muhammad Laeq Zardari, Dr Srichand Ochani, Feroz Akhtar Khan, Ghulam Abbas Baloch, Saindad Khan Solangi, Muhammad Iqbal Dewan, Zahid Junejo, Dr Bakhsh Ali Pitafi, Dr Captain (r) Ashiq Ali Memon, Nazir Ahmed Chakrani, Abdul Malik Lakhmir, Haider Ali Navien, Muhammad Hanif Pathan, Mohammad Suleman Chandio, Professor M Saeed Siddique, Dr Capt. Mukhtiar Ahmed Khowaja, Faiz Muhammad Khoso, Dr Khursheed Anwar, Dr Khalil Ahmed Shaikh, Ghulam Qadir Leghari, Sabhago Khan Jatoi, Syed Safdar Ali Shah, Dr Noorul Haq, Mukhtar Ali Janvri, Khalil Haider Memon, Ali Muhamamd Palijo, Muhammad Ahsanul Haq Leghari, Abdul Rasheed Muhgal, Mehmood Hussain Blaoch, Syed Ali Akbar Shah, Muhammad Malik and Mehmood Hussain Baloch have been terminated immediately. The officers were posted as consultants, directors of examination boards’, project directors, programmes’ chiefs and heads of the departments and institutions in various departments including education, finance, health, P&D and other departments.
At least 23 officers of grade-19 who were reemployed on contract basis terminated on the order of the Supreme Court of Pakistan. Among the officers include Syed Ahsan Raza Jaffery, Syed Abdul Qadir Shah, Ashfaque Ahmed Qadri, Allah Bachayo Memon-PRO to Chief Minister, Khaliq Dino Mirani, Pir Bakhsh Birohi, Ali Athar Khan, Mrs Aftab Inayat, Qurban Hussain Khoso, Arshad Lal Junejo, Hidayatullah Memon, Aslam Ali, Khalil Ansari, Dr Rafiq Ahmed Kolachi, Muhammad Punjal Narejo, Dr Moula Bakhsh Jamali, Abdul Hayee Dhamrah, Dr Nilofer Waheed, Rasheed Ahmed Khoso, Dr Fahmida Imdad Awan, Khalil Ahmed Mahar and Muhammad Usman Panhwar.
Among the offices whose contract has been terminated by caretaker chief minister were reemployed after their retirement as some of them were working even since ten years on contract basis due to their association with the then government authorities.
Sources said that 21-grade officer Syed Javaid Shah Bukhari, chairman of enquiries and anti-corruption establishment was retired from his service  two three days ago and reemployed on contract basis on Thursday.
However, just after assuming charge on contract basis, he was terminated by the caretaker chief minister.
Even, some officers after their retirement were working on contract for many years in the Sindh government as provincial authorities every time extended their contract due to unknown reasons.  Shamsul Haq Memon, grade-21 officer was working for six years on contract. It has been reported that some of the officers got the lucrative posts by giving money to the influential personalities of the last government on contract basis.
While, some officers were blood relatives of the former ministers and lawmakers, who succeeded in getting services on the contract basis, which include project director of flood reconstruction emergency project Hyderabad Syed Abdul Qadir Shah is the brother former federal minister and PPP influential leader Syed Khursheed Shah, while District Health Officer Hyderabad Dr Bakhsh Ali Pitafi is the father of former Sindh Assembly member Imdad Ali Pitafi.
Meanwhile, some of the officers working on contract basis still have not been terminated by the caretaker chief minister with an excuse of their need on the certain posts due to their experiment.  Among the officers whose contract is retained included provincial law secretary Syed Ghulam Nabi Shah and Anwar Ahmed Zai, who is currently working as chairman board of intermediate education.
Both officers working on the contract for last ten years as every government extended their period of contract.  Secondary Board of Education Karachi secretary Imran Chishti and Secondary Board of Education Karachi chairman Fasheehuddin Ahmed Khan would also continue working on their posts as their contract has not been terminated by the caretaker chief minister.
It may be noted that the outgoing PPP government and its allies were unanimous favouring their blued-eyed officers by giving them out of turn promotions as well as absorbing them in the provincial secretariat group.
