Building collapse death toll rises to 22

KARACHI - The death toll surged to 22 after rescue teams recovered nine more bodies on Saturday from the debris of the five-storey building collapsed in Moosa Lane area of Lyari on Thursday last. The efforts to rescue 10 more trapped victims continued by rescuers of different organisations. According to the details, rescuers of various organisations including military technical staff remained unable to remove the complete wreckages despite passing more than 60 hours, while managed to dig out some nine more victims bodies from the debris. Residents suspect ten more missing people of different families get stuck in the debris either alive or dead. The bodies were identified as 52-year-old Hajji Iqbla Memon, Rubian, 35, Arsalan, 24, and his wife Mahek, Hafiz Yousaf, Kulsoom, Habib Insaf and an unknown body of woman. This is not the first time that such a tragedy occurred in Karachi but the government is still unable to manage a disastrous situation. There wasnt any operational disaster management cell in Karachi to handle the situations and authorities and concerned departments have not proper rescue equipment. Many rescue teams were on the site having willingness and much more efforts but lack of training or management and collaboration among different agencies was visible. Police held responsible the owners of the building and booked them for these accidental murders. But who is responsible for those died because of the delaying rescue services and lack of equipments is another question. Sindh Building Control Authority (SBCA) held the residents of the said ill-fated building responsible and exempted itself as saying that residents were informed about the condition of building earlier. Authorities have shown a deep concern because the incident took place in the stronghold area of Pakistan People Party (PPP) although many similar incidents have taken place in the city. Police sources said that it would be difficult to work out in the said area because of criminal gangs and so-called rescue teams. Authorities in Lyari like Lyari Amman Committee managed to control the whole affairs related to the rescue work. Police officials said that authorities need to lead a coordinated rescue effort whenever such incidents occur. The participants of rescue teams need to be trained in crowd control to management and having the ability to use volunteers if needed. Observers said that SBCA should make a proper survey of old and vulnerable buildings across the city and make a proper arrangements or substitute for the residents of condemned buildings to facilitate the occupants residing in dangerous buildings before any further disaster. Meanwhile, Sindh Chief Minister Syed Qaim Ali Shah on Saturday announced compensation for victims of the building collapsed in Musa Lane area on Thursday last. The chief minister announced that heirs of the people, who died in Musa Lane building collapse, would be paid compensatory money. According to the announcement, Rs 300,000 will be paid to each heir of the bread earners of their families, while Rs 200,000 will be given to the families of other deceased. The chief minister has also announced Rs 50,000 for each injured. Meanwhile, founder of Muttahida Qaumi Movement (MQM) Altaf Hussain has expressed his heartfelt grief and sorrow over the tragedy in Lyari in which several people lost their lives when a five-storey building collapsed. Hussain sympathised with the affected families and prayed for the speedy recovery of the injured. He also demanded of President Asif Ali Zardari, Prime Minister Yousuf Raza Gilani and Sindh Chief Minister Syed Qaim Ali Shah to arrange accommodation for the displaced families immediately. He said that each family should be given a flat or house of three rooms. He said that it was the moral duty of the government to help the poor families. INP adds: Sources said that half of the rescue work of retrieving bodies and survivors has been completed while locals complained about stinking smell coming out of the debris of the collapsed building. Meanwhile, rescue teams were still looking for bodies and survivors trapped under the rubble on the third consecutive day where death toll is feared to surge as 22 missing people were still not found. Deputy Commissioner South, Mustafa Jamal Qazi said that three owners of the buildings were arrested, adding that three other surrounding buildings were also evacuated. The DC said that camps have been made for the affected families of the three buildings. Qazi confirmed that with six more bodies, the death toll in Lyari building collapse has climbed to 18. President Asif Ali Zardari has announced compensation for the affected families, Qazi added. Local sources said that the district government has evacuated three more buildings in the vicinity of the collapsed building which were also in dilapidated condition and makeshift camp has been established for the evacuated families.
