Audit objections of devolved ministries

ISLAMABAD - In order to settle issues regarding previous years audit objections of devolved ministries, a mechanism has been evolved to discuss the audit paras of such departments in the Public Accounts Committee (PAC) meetings. Two concerned officials of the devolved ministry or other nominated officials from other ministries will be bound to reply in the PAC for audit objections of the ministry, Cabinet Division sources told TheNation. Though ministries have been devolved, two officials from Economic Affairs Division (EAD), Finance and some other departments would be answerable on audit objections, added the sources. The 18th Amendment Implementation Commission has recently decided to transfer ministries including population welfare, education, social welfare, special education, tourism, livestock and dairy development, youth affairs, local government and rural development, special initiatives, and Zakat and Ushr to the provinces. The previous year audit objections of almost all these ministries are not yet settled, as some of these ministries objections are likely to be discussed in the next scheduled meeting of PAC. Having such problem, the PAC had already deferred a scheduled implementation committee meeting in which audit objections of ministry of culture for the years 1996-97, 1999-2000, 2000-2001, 2005-06, 2008-09 were to be discussed. The meeting was deferred, as no responsible officer of recently devolved ministry was present in the meeting. Talking to The Nation, senior member of PAC, PML (Q) legislator Riyaz Fatiyana said that in case of audit objections of devolved ministries a mechanism had been evolved to tackle this matter. It is not possible to leave the objections of devolved ministries as it would definitely be taken, he said, adding that even a single para objection would not be left as national wealth was involved in it. Another PAC member was of the view that some special paras might be sent to the relevant province for further discussion on it. He said that PAC would discuss audit objections of the entire devolved ministry and no schedule would be disturbed in this regards. It is relevant to mention here that PAC Secretariat had received a letter of cabinet division secretary a couple of week before in which it was stated that the mechanism was being evolved in consultation with Chairman 18th Amendment Implementation Commission Senator Raza Rabbani.
