According to sources privy to the board meeting, the CSB could consider only 8 out of 12 occupational groups including ex-cadre services while remaining three would be taken up before it moves on for 19 to 20 promotions. As per the tradition of promotions in the federal bureaucracy the predominant and top on merit District Management Group (DMG) again grabbed lions share in elevation to the higher basic pay scales of the so-called Central Superior Services (CSS). Nearly, half of the promotions on Friday were gone to the DMG as some 34 lucky ones belonging to the ruling group got CSB recommendations for grade 21. Police fell next in line and its 12 officers got promotions to the next grade that makes them fully eligible for the posting of Inspector General of Police. The Secretariat Group, which is supposed to get at least 2/3rd of promotions got only 11 officers promoted to the commanding position in the civil administration. Three officers of the Information Group including Press Secretary to the Prime Minister Shabbir Anwar, Thakar Das also got CSB recommendations for promotion in grade 21. Moreover, two to three officers each of the Foreign Service, Audit and Accounts Group, Postal Service, Military Lands and Cantonment group also got recommended for promotions to senior official level. Some of the names of the Police Officers getting promotions in grade 21 include Ghalib Ali Bandesha, Zafar Qureshi, Fateh Sher Joia, Faqir Hussain, Tariq Umar Khitab, Nasir Durrani, Muhstaq Shah, and Captain Zubair and others. DMG officers getting promotions included Tahir Shahbaz, Raja Hasan Abbass and others. It was, however, unofficial disclosure so far as the CSB was in session and the Establishment Division would notify these once the meeting concludes that is most likely to go for a third day. On the second day of the CSB meeting, it would consider as many as 79 officers of the DMG for promotion in grade 20, followed by the Secretariat Group with 51 vacancies. Police Service of Pakistan was most likely to get 20 to 25 promotions in grade 20. Likewise, newly created Inland Revenue Service (IRS) would get 79 promotions in grade 20 while its 25 officers were likely to go in grade 21. The rival revenue service namely the Customs Group has left with hardly a vacancy in grade 20 after the creation of Inland Revenue Service. However, the Customs Group is likely to bet 6 promotions in grade 21 on Saturday.
