Tehsil collector bars implementation on land transfer deed

Rawalpindi - A court of Tehsil Collector has barred the land revenue department officers from implementing a mutation (land transfer deeds) in which a group of land revenue officials had cut short the land of a private housing scheme measuring 608 kanals and 14 marlas into 68 kanals by tempering with the record after taking hefty bribes from local land lords, informed sources on Monday.

The Tehsil Collector has also declared the foot-notes mentioned by a Tehsildar Bandobast Nahim Maqbool to transfer the aforementioned land as illegal and against the Land Revenue Act 1967, they added.

According to sources, Tehsil Collector/Assistant Commissioner Tasneem Ali Khan has taken up the mega land grabbing scandal of a private housing scheme Top City-1 and laid down his verdict while stopping the land revenue department from implementing mutations and transfer orders passed by Naib Tehsildar Nahim in favour of local land lords of Pindh Bijnial. 

“Tehsildar Bandobast Chaudhry Nahim Maqbool has misused his authority. The foot note he has given on 30 June 2016 for a mutation number 3444 is illegal and against the Land Revenue Act 1976 Section 163 and Land Revenue Manual’s Para 7.6” the AC declared in his decision.

Earlier, Top City-1 Chief Executive Kunwar Moeez Khan has approached the court of AC stating a person Iftikhar Ali Waqar had purchased the land measuring 608 kanal and 14 Marlas against Rs 7,91,31,000 from local land lords in Bijnial. He transferred this land in name of Dynaste Association for which the revenue of Rs 23,73,950 was delisted with account of land revenue department. He said that Dynaste Association had then transferred the land in favour of RDA through transfer order Number 7789 in September 2014.

He said a person Tahir Ayub had approached land revenue department and tendered an application seeking to review the mutation Number 3444. He told AC that the officers of land revenue department including Tehsildar Nahim Maqbool and other colleagues have not only reviewed the mutation but also tempered the record by mentioning total land 68 kanal and 14 marlas instead of the genuine land 608 kanal and 14 marlas. He said the land revenue officers had also transferred this land to other land lords.

Two separate cases have been registered against the accused with Anti Corruption Department Rawalpindi Region. AC has accepted the plea for hearing and laid down verdict by stopping land revenue officers for implementing the mutations and further transfer of land.
