Dispensation of justice is top most responsibility: CJP

Chief Justice of Pakistan Justice Saqib Nisar says the judiciary is committed to secure and preserve the Constitution of Pakistan in anyway, reported by Radio Pakistan.

He was addressing the concluding session of the two-day 8th Judicial Conference in Islamabad on Saturday evening.

The Chief Justice said the Constitution of Pakistan is the most sacred document after Quran.  He said that judges will never violate the oath of their office they have taken.

He said Constitution requires that the state should be run by the chosen representatives of the people of Pakistan. He said this command of the Constitutions if binding for all of us.

Saqib Nisar said the judiciary has also great respect for the legislature, which is the second organ of the state. 

He said we are the custodian of the fundamental rights of the people of Pakistan. He said we are duty bound to protect people's rights as enshrined in the Constitution. He said dispensation of Justice is the topmost responsibility of the Judiciary.

Saqib Nisar said the judiciary has powers of inbuilt judicial review if there is any violation of fundamental rights by the executive or any violation of the Constitution by the legislature.

The Chief Justice said Alternative Dispute Resolution system is inevitable to resolve disputes as courts are so overburdened. 

He, however, said that this system can be cut and paste according to our socio-cultural needs. He said this will help reduce burden on courts and promote peace and tranquility in society.

The Chief Justice also announced to form an Implantation Committee to ensure implementation of recommendations of the Judicial Conference.

The Chief Justice also directed the Attorney General of Pakistan to ensure implementation of recommendations expeditiously.

Meanwhile, the 8th Judicial Conference that concluded in Islamabad recommended the modernization of the law on carriage of goods by sea.

This was adopted in a declaration approved on Saturday.

The declaration emphasized on the need of training for lawyers and Judges and the role of judicial academies needs to be strengthened.

It also recommended that the number of courts and judicial staff should be increased for speedy disposition of cases.

It said that political instability undermines economic stability and therefore should be avoided.

Terrorists and their organizations must be proscribed without delay and they must not be permitted to hold meetings, propagate their views, and contest elections.

The conference also recommended to adopt an Alternative Dispute Resolution to resolve conflicts.
