ISLAMABAD - The federal government has introduced a new promotion formula to do good to the officers of the Pakistan Administrate Group as the Central Selection Board will take up promotion cases from January 9, The Nation has learnt.
Well-placed sources told The Nation that the CSB will review promotions of over 400 officers of grade-19 and grade-20 of different services groups in the light of the new promotion formula in its four days huddle.
On December 29, 2017, the Establishment Division issued a notification about the upcoming CSB meeting stating: “A meeting of the Central Selection Board to consider the promotion cases of officers from BS-19 to BS-20 and BS-20 to BS-21 of all groups/services and ex-cadres posts will be held from 9th to 12th January 2018 in Committee Room of the Establishment Division with the Chairman FPSC/CSB in the chair.”
The notification further said that Amir Haider Hoti Khan member of National Assembly, Senator Saud Majeed, Dr Muhammad Saqib Aziz, Secretary Postal Services Division, Amjad Ali Khan Secretary (retd), Mehr Khaliq Dad Lak, Joint Director General, Intelligence Bureau Islamabad, Aamir Ashraf Khawaja, Naveed Kamran Baloch Secretary National Health Services, Regulations and Coordination, Muhammad Hashim Popalzai, Secretary Ministry of Overseas Pakistan and Human Resource Development, Co-opted members for PSP items including IGP Punjab, Sheikh Nasim uz Zaman, Commandant National Police Academy and Shaukat Hayat, IGP Motorway and National Highway will be members of the CSB meeting.
All chief secretaries, secretaries Establishment and Cabinet divisions will also be members of the board.
The federal government has introduced the new promotion formula and decreased the performance evaluation report marks from 70 percent to 50 percent, and increased the training evaluation report marks from 15 percent to 35 percent. Interestingly, no changes have been made in the CSB’s 15 percent marks.
The sources said that the CSB would review promotion cases of 170 candidates of grade-19 and grade-20 of PAS group, cases of 45 officers of Secretariat Group of grade-20 will be reviewed against 11 posts of grade-21 and cases of 54 officers of grade-19 against 13 posts of grade-20. Similarly, cases of 100 candidates of Police Service Group of grade-19 will be under discussion against the posts of 25 for grade-20 and a panel of 51 officers of PSP of grade-20 will be discussed against 14 posts of grade-21.
Talking to The Nation, a senior bureaucrat said that apparently the federal government has followed the Supreme Court order and introduced the new formula but actually the officers of PAS (old DMG) will benefit from it. He said that the head of the training institute (National School of Public Policy) has been from the PAS group in last 10 years and officers of PAS group always hold top positions in training results. He termed the new promotion formula discriminatory for other groups.
Interestingly, the CSB will not take reports of the Intelligence Bureau and the Inter-Service Intelligence into consideration, however, the federal government has made the senior officer of IB Mahar Khaliq Lak as the board member. The federal government has also included Aamir Ashraf Khawaja, who is considered to be the blue-eyed officer of Secretary to Prime Minister Fawad Hassan Fawad, as the board member.
