Chaudhry Qamar Zaman is a retired major who joined Civil Service in District Management Group on army’s quota in 1982.
Before doing his CSS, Zaman served as aide-de-camp (ADC) to late General Ziaul Haq, and got retired after serving army for ten years.
Zaman, who is currently holding the position in Interior Ministry as a federal secretary in grade 22, has served on various key slots during his bureaucratic career that would culminate in the first quarter of next year.
During Nawaz Sharif’s 1997 government, Zaman worked as Capital Development Authority chairman, Islamabad chief commissioner and Capital Administration Division secretary. He also served as chief commissioner for Lahore and Rawalpindi, and as Gilgit-Baltistan chief secretary.
During Musharraf’s regime, Zaman worked as Defence Ministry joint secretary. And then during PPP’s government he worked as Interior secretary for three years, but was suspended by former prime minister Yousuf Raza Gilani for not allowing the then defence minister Chaudhry Ahmed Mukhtar leave for official visit to China. Inquiry later revealed Mukhtar, who had been on the exit control list, was barred from visit by FIA Immigration. Afterwards Zaman was appointed Education and Training Department secretary.  Zaman has also served as Aviation joint secretary, Sindh Local Governments and Housing secretary, HEC executive director and Education secretary.
Sources in Pakistan Muslim League-Nawaz said Zaman had strong affinity with Prime Minister Nawaz Sharif; otherwise Federal Interior Minister Chaudhry Nisar Ali Khan was not very fond of him.  As Chaudhry Qamar Zaman hails from Gujrat, he has a strong affiliation with Chaudhry Shujaat Hussain and Pervaiz Elahi as well.
