FAISALABAD - Jeevay Pakistan Jeevay Muqami Hakumat (JPJM) Chairman Daniyal Aziz has said that economic growth is impossible without political progress and stability, therefore, devolution of power at grass-roots level is the only solution to both the social and economic problems of the country. “The government should hold local governments elections if it is real sincere to mitigate the sufferings of the poor masses.”
While speaking at a seminar on “Future of Independence of Judiciary” here the other day, Daniyal said that the separation of judiciary from the executive was also essential to ensure protection of women, minorities and underprivileged classes which suffer most at the hands of the executive, especially at local level. Separation of judiciary from the executive is the only way to establish a system where the rule of law prevails thereby ensuring that the executive is equally answerable to the law for its actions rather than the executive itself being an authority, he pointed out.
He argued that neither inflation could be controlled through administrative measures, nor by increasing interest rate. He said the top political leadership had taken billions of rupees loans from banks that’s why the interest rate was being reduced to benefit them. The JPJM chief said that unemployment was soaring as the youth with their degrees in hands were roaming roads and the government had failed to provide them employment opportunities.
Daniyal claimed that the JPJM was not only mobilizing the public but also fighting legal battle. Local Council Associations during the last three years have filed 27 cases in the Supreme Court of Pakistan and High Courts of all the four provinces for the restoration of Local Governments and against the appointment of administrator in place of Nazims but there is little interest by the courts against these constitutional violations by the provinces. Chief Justice should see that why these cases have been kept pending for so long?
He said that the historic Judgment of the division bench headed by Chief Justice Baluchistan High court had restored the supremacy of the constitution and had foiled all efforts to curb the independence of judiciary.
Such decisions are needed in other provinces as well to give people their due rights, concluded Daniyal.
