Moonis involved in NICL scam, FIA informs SC

ISLAMABAD - The Federal Investigation Agency (FIA) on Thursday informed the Supreme Court that PML-Q leader Moonis Elahi had been found guilty in National Insurance Company Limited (NICL) scam on the basis of incriminating documentary evidence available with the agency. Additional Director General Federal Investigation Agency (FIA) Zafar Ahmad Qureshi has submitted progress report before the three-member bench, headed by Chief Justice of Pakistan Iftikhar Muhammad Chaudhry regarding the NICL scam. Zafar Iqbal Qureshi also revealed that the purchase of a commercial plot measuring 20 kanal 2 marla at Lahore Airport Road by NICL against Rs 1.06 billion in 2009 from Mohsin Warraich, whereas market value of land was Rs 150 million only, resulting loss of Rs 915.3 million to the national exchequer. He informed that Rs 1.6863 billion have been recovered in NICL scam as Rs 42 million are still remaining. He said that 10 accused persons were identified in this case, in which seven were arrested and three accused persons namely Mohsin Habib Warraich, Javed Syed and Amin Qasim Dada were Proclaimed Offenders. Zafar Qureshi also mentioned that they had taken different steps regarding their arrest from foreign countries. FIA investigation report stated accused Moonis Elahi remained on physical remand with FIA and during the course of interrogation, the accused failed to negate the allegations and could not produce rebuttal of the evidence recorded by FIA. 'Whenever any critical question regarding narrating the story and his relation with the main accused Mohsin Habib Warraich was asked, he started shivering and perspiring, upon asking that why he is in such condition, he explained that he is diabetic since early age and uses insulin regularly. The accused was offered services of doctor but he declined on the pretext that all this is due to severe mental pressure, FIA report further revealed about Moonis Elahi. The report stated that the accused tried his level best to mislead the investigation by non-cooperation and trying to conceal the facts by giving false statements.'He denied his close relations with accused Mohsin Habib Warraich, who is proclaimed offender in NICL cases but it has been proved that both the accused had jointly travelled abroad 19 times which depicts their close relations, the report added. FIA report also stated the accused could not produce any documentary/oral evidence in his defence rather he tried to politicise the criminal investigation through print/ electronic media. NNI adds: The Supreme Court on Thursday admitted three applications moved by PML President Chaudhry Shujat Hussain and Ch Moonis Elahi in which the court was requested to remove FIA Additional Director General Zafar Qureshi from the NICL scam investigation. It was prayed that the main accused in the NICL scam, Habibullah Waraich and his family, had deposited all required amount with the FIA. Despite all recovery, Moonis Elahi, his wife and other family members were being harassed by Qureshi while a probe had also been launched into the bank accounts of Moonis Elahi which was uncalled for. The bench comprising Chief Justice Iftikhar Mohammad Chaudhry, Justice Sair Ali and Justice Ghulam Rabbani directed Zafar Qureshi to submit reply to the application moved by the Chaudhry family. During proceeding of the case, the chief justice said that Chaudhrys belonged to a respected family and the investigators should take care of the fact while dealing with them. The court also said that any investigation into those bank accounts which were not linked to transactions vis--vis the NICL would be against rules. In their applications, the Chaudhry family had pleaded that Qureshi had leveled baseless allegations against the applicants and even stated that he was facing life threats from the Chauhdrys. Senator Wasim Sajjad, the attorney of Ch Shujat, told the court during the proceedings that Waraich family had deposited all required amount with the FIA and no amount was liable but the FIA officials were still harassing Moonis Elahi and his family members. He said the Chaudhrys were being targeted on political whims which should be stopped. A large number of parliamentarians and PML workers were present on the occasion in the courtroom No 1 of the apex court building. Prominent among those were PML Secretary General Mushahid Hussain Sayed, PML parliamentary leader in the national assembly Syed Faisal Saleh Hayat, President PML KP Engineer Amir Muqam, MNAs Sh Waqas Akram, Marvi Memon, Prince Nawaz Allai and Pir Aslam Bodla.
