Hats off to federal as well as all four provincial governments for reaching a consensus on the National Finance Commission award. In my opinion, the transfer of more resources to the provincial governments (the so-called vertical resource distribution) is the most important step taken yet towards true provincial autonomy. Coming in tandem with Balochistan package, it promises to revitalize the federation-provinces equation. Let us hope that trust and good will so generated by the CMs of the four provinces would not go to waste and would serve as a basis for creating consensus on other contentious issues. -SONIA ZAFAR, Lahore, December 12.
