Dollars we 're desperate for

According to press reports, Asian Development Bank (ADB) has cancelled a US$ 400 million, interest-free loan meant for an access to justice programme called Punjab Local Justice Program (PLJP) spread over a three-years period. The project has been designed to enhance capacity and competence of the district level judiciary. Amount provided by Asian Development Bank was to be used on computerization of judiciary offices, and construction of new courts buildings and setting up of a judiciary academy. Part of the amount was also allocated for setting up a forensic science agency to improve the investigation capabilities of our police. Why has this vital institutional capacity build up project been canceled? Punjab Chief Minister should look into this matter thoroughly and ensure that ADB does not cancel this vital project. The pathetic condition of lower courts and their abysmal working environment needs to improve radically if access to quick justice is to be provided to the people. Every government promised to provide justice to people at their doorsteps but the system for dispensing justice is deteriorating day by day. -ENGR. S.T.
