The era of the Renaissance from the 14th to 17th century has been affirmed as bridging the gap between the middle age and the modern age. Art, culture, science, economics, and political rebirth in the 14th century had proved to be a spark that ignited the fate of human generations toward advancements.

The District Administration in Skardu dreams to transform Skardu and adjoining small towns into a society where knowledge and literature dominate in the character of every individual by launching mobile library services. The initiative is to innovative and aggrandize the thirst and curiosity in people. Dispossessed of high speed and uninterrupted internet, people here have not made much progress in learning and reading books through the internet. In such discrepancy, the personal keen interest and zealousness of the indefatigable young Assistant commissioner Skardu, Mr. Waqas Johar in practically making this dream of the mobile library come true in far mountainous regions, is highly commendable. The people of Baltistan have been always affectionate and indulgent toward the national and international guests, I hope with such innovative steps the people of Baltistan shall also progress in arts, literature, science, and other grounds.
