Peshawar - A single bench of the Peshawar High Court comprising Chief Justice Justice Qaiser Rasheed Khan has restrained Registrar Islamia College University (ICU) from the appointment of lecturers till the disposal of the writ petition.
Kafeel Ahmad Khalil, Senior teacher of Islamia Collegait School filed a writ petition in the PHC stating that Registrar Islamia College University advertised lecturer posts of BPS-18 of different subjects including Pakistan Studies through various newspapers. The petitioner said that according to the rules set by Higher Education Commission (HEC) for appointment of lecturers of BPS-18 the candidates must have M.Phil/ PHD or equivalent degree with 18 years of education.
He said that according to HEC notification, 3rd divisioner are not eligible for the post above or equivalent to PBS-18, but the registrar had clearly violated the rules set by Higher Education Commission and had tried to appoint his dear and near ones. The petitioner requested the court to direct the appointing board to strictly follow the rules already notified by the HEC.
During arguments the petitioner appeared before the bench and stated that the court in last hearing had directed the university authorities not to issue appointment letters till disposal of the writ petition, but the complainant alleged that the authorities had ignored the court directions and issued appointment letters to some the candidates, which came under contempt of court. He requested the court to bar university from appointment of lecturers till the court decision.
The court after the hearing the request of the petitioner, strictly directed Registrar Islamia College University, to adhere the directions of this court regarding the interim relief granted earlier.
