Hunting ground for dictators

Is the Constitution of a country merely a piece of paper to be torn into pieces by a dictator at any time by overthrowing a Constitutionally elected civilian government? I think it is not so. If it would have been a merely piece of paper, the civilized and advanced countries of the world would not had consumed years in drafting and finally implementing it in their countries for smooth running of affairs. In our country, unfortunately, different dictators have played havoc with our Constitutions. They abrogated the same and introduced their own rules for running the affairs of the State. If severe punishment would have been given to the first Martial Law imposer in our country, thesucceeding threedictators would not have dared to repeat the same action.
