The lower judiciary is the backbone of any legal system in the world and Pakistan is no exception to that. A weak backbone cannot lift the edifice of the legal system. For decades, the reform of the lower judiciary has been much talked about but no efforts have been made towards it. This reform demands the immediate attention of the designate-Chief Justice of Lahore High Court because lower judiciary is directly under the administrative control of High Court of the Province.

The lower judiciary is facing a host of problems. The dream of dispensing justice to the masses will only become true when lower judiciary (backbone) is strong and robust to sustain the burden of complete body (edifice) of legal system. These tasks require a herculean response by designate-Chief Justice of Lahore High Court.
