Security fear likely to eclipse spring festival

LAHORE - While the terror fear grips the City, the Parks and Horticulture Authority (PHA) without giving much attention to such apprehension, has planned to organise Jashn-e-Baharan (spring festival) from March 1, 2010 particularly in the City that bore terrorists brunt for more than six times in 2009 despite tight security. The mega event of spring festival, that has great tendency to attract heavy public crowds and gatherings in various venues, will be open an invitation to terrorists to let loose the reign of bloodshed. Owing to worst law and order situation, the government barred the PHA to celebrate the festival in 2008 and 2009 in a bid to avoid any untoward incident. The City was rocked by terror attacks at two theatres on Ferozepur Road, Sri Lankan team at Liberty Roundabout, police training school in Manawan, Rescue 15 building within ISI premises and in Moon Market killing more than 200 people. However, the PHA high-ups has submitted the summary some days ago with detailed schedule to Punjab Chief Secretary Javed Mehmood to seek approval for the holding of festival. Without getting go-ahead signal, preparations for the arrangements are in full pace. Meetings with sponsors are also going on to give final touches to the event. The festival costs Rs 10965,000 that will be incurred by sponsors. As per summary sent by the PHA to the CS, the festival will start from March 1 to March 31 as usual. The festival which has attained international acclamation wherein a large number of visitors from across the world participate in it. The spirit behind this festivity is to provide entertainment and recreation to the general public during the spring. Funds required for this purpose are arranged through sponsorship from the private sector without burdening the public exchequer, the summary said. The summary further said, the city of Lahore will be decorated with lights, flowers, steamers, cutouts, canal mela and number of schools-based national songs and mural paintings competitions programmes including sports oriented and tree plantation competition between nurseries would also be arranged. Progarmmes of Jashn-e-Baharan include decoration of the City and all leading roads, opening ceremony with tree plantation campaign at Jillani Park, birds festival at Bagh-e-Jinnah on March 1, canal mela from Mall to Jail Road through canal on March 6, Dog Show at Bagh-e-Jinnah, traditional food mela at Ideal Park Township on March 7, decoration of roads with flower beds, mural paining competition at Jillani Park on March 8, Mushaira at Alhamra Hall on March 9, plantation in collaboration with different schools from March 1 to March 30, landscaping competition between nurseries from March 1 to March 30, cricket matches between persons belonging to showbiz and parliamentarians or blind cricket match on March 13, cricket match between the deaf and dumb at Jillani park on March 14, cut flowers arrangements competition at Jillani park on March 14, national songs competition between schools at Alhamra Hall on March 15, tableaus competition between schools at Alhamrah Hall on March 16, face painting competition in Jillani Park on March 18 and Hina competition between at Jillani Park on March 18. The PHA has not included the kite flying activity in the festival. Concluding an open debate in the Assembly on the law and order situation, Law Minister Rana Sanaullah assured the House on Tuesday the government would introduce a new policing system that would be framed in consultation with lawmakers, especially those from the opposition.
