Balochistan MPs blast FC powers

QUETTA - Balochistan Chief Minister Nawab Muhammad Aslam Raisani has said that this was the joint stand of chief ministers of all provinces that federal government would bear the expenditures of those departments till the next NFC Award, which are being devolved to provinces under 18th Amendment. He stated this while responding to a point of order during the session of Balochistan Assembly that held with Speaker Muhammad Aslam Bhootani in the chair here on Wednesday. Engineer Zamark Khan, parliamentary leader of Awami National Party, and provincial minister for revenue, on a point of order said that they would hold July t, as Provincial Autonomy Day and expressed his immense pleasure and felicitated President Asif Ali Zardari, Prime Minister Syed Yousuf Raza Gilani, Asfandyar Wali and Senator Raza Rabani for this achievement. However, he said that after transfer of these departments to the provinces the central government would stop their funding while the provinces were not in a position so far to bear the expenditures. At this, Leader of the House, Nawab Muhammad Aslam Raisani told the House that this was join stand of all chief ministers that centre would continue funding for these departments till new NFC Award and it would bear all expenses. He said that chief ministers of all four provinces would sit together and would decide future course of action if federal government did not provide funds to the provinces for new departments. The legislators expressed their anger over handing over of powers under Customs Act to Frontier Corps in Balochistan which they said was creating difficulties for the people in the province. Provincial Agricultural Minister and leader of Balochistan National Party-Awami Asad Baloch, on a point of order said that Balochistan was an agricultural zone and owing to lack of electricity a large number of tube- wells were being operated through diesel. He said that while transporting diesel FC creates difficulties for people and non availability of diesel had inflicted negative impact on agriculture. FCs role is already not good in the province and after having powers under Customs Act it is further creating problem for the people he said, and asked the chair that his point of order be converted into resolution. Supporting the plea of Asad Baloch, provincial minister Zahoor Buledi said that Balochistan shares a long border with Iran and Afghanistan while its 70 to 80 percent people live below the poverty line. He said that following giving power to FC under Customs Act the people living in bordering areas were facing immense problems as they were strictly barred to move daily commodities. He said that it was a very important issue and government should take steps to address it and the powers to FC under Customs Act be withdrawn.
