LAHORE The top cops of Punjab Police are reluctant to give due rights to above 700 police officers, who were promoted by former CCPO Lahore Muhammad Pervaiz Rathore under C-2 Regulation of Police Rules. All the police officers, falling in the above said category, were illegally reverted with the orders of Supreme Court regarding shoulder promotion. According to official documents, a copy of which is available with this scribe, two-member bench of the Supreme Court comprising Justice Jawwad S Khawaja and Justice Mian Saqib Nisar had also directed CCPO Lahore via DSP Legal to submit his legal justification. The same orders of Supreme Court were presented to CCPO Lahore Additional IG Malik Ahmed Raza Tahir in May 2011 for his recommendations but he strongly snubbed his subordinate directing him to do something else instead of wasting his time in such activities, a senior police officer deployed in CCPO Office said this while seeking anonymity. Earlier, the Supreme Court Bench had summoned former DSP Legal Muhammad Saleem to submit his explanation as why he had misguided his boss (CCPO Lahore), which caused severe discrimination with more than 700 police officers including Head Constables, Assistant Sub-Inspectors and Sub-Inspectors. Notices were issued to DSP Legal, Incharge Establishment and Training Branch Lahore, CCPO Office, who, according to Muhammad Saleem furnished the wrong information, it was observed during the course of hearing. According to official orders of Pervaiz Rathore, about 700 Cs, HCs, ASIs and SIs were promoted under C-2 police rules on showing good performance. However, on a writ petition of a DSP, the Supreme Court made the decision of a former IG Punjab Tariq Saleem Dogar of shoulder promotion as null and void and directed him to withdraw the official circular in this regard. Taking advantage of Supreme Court verdict, current DSP Legal Mirza Qamar-ul-Zaman misled the then CCPO Lahore Muhammad Aslam Tareen with advice to withdraw official orders of Pervaiz Rathore of C-2 promotion , the same senior officer added. After former CCPO withdrew C-2 promotion orders, a police cop filed a writ petition in the Supreme Court on which the two-member bench summoned DSP Legal Mirza Zaman to answer. Reportedly, instead of giving his explanation personally, DSP Mirza Qamar-ul-Zaman sent another senior officer on his behalf to the Supreme Court where the SC Bench not only showed their strong resentment but also issued show cause notices to DSP Qamar and his recommended officer on showing non-professional attitude.
